Mapping the Digital Landscape of Renewable Energy Policy: A Systematic Literature Review and Bibliometric Analysis of Global Technological Literacy in Energy Transitions

Abstract

The global energy transition, accelerated by carbon neutrality mandates under SDG 7 and the Paris Agreement, demands an integrated approach that harmonizes structural policy design with public and institutional readiness. This study provides a comprehensive overview of how technological and digital literacy intersect with the deployment and social acceptance of clean energy policy. Utilizing a rigorous Systematic Literature Review (SLR) guided by the PRISMA framework combined with a bibliometric analysis using VOSviewer and the Bibliometrix R-package, a final corpus of 152 peer-reviewed articles published between 2020 and 2026 was synthesized. The results reveal that while technical mature systems like solar PV and wind lead global policy integration, serious bottlenecks persist in emerging domains, including green hydrogen deployment, smart grid interoperability, and vehicular electrification due to grid constraints. Furthermore, this study underscores procedural justice, public digital literacy in smart grid demand-side management, and targeted curriculum reform as critical parameters to bridge the gap between regional policy aspirations and ground-level implementation. Moving forward, this study highlights the urgency for standardized metrics for energy literacy and equity-centered, cross-national evaluation frameworks to accelerate an inclusive and digitally integrated energy transition.
