Penilaian kinerja dalam manajemen sumber daya manusia bermanfaat untuk mengevaluasi kinerja,mengembangkan dan memotivasi karyawan, memverifikasi bahwa karyawan memenuhi standar kinerja,
dan membantu karyawan mengelola kinerjanya, tetapi dapat menjadi sumber kerisauan bagi karyawan
dan manajer, bila terdapat ketidakpastian dan ambiguitas dalam penilaian. Proses penilaian kinerja
harus mampu: mengidentifikasi standar kinerja, mengukur kriteria penilaian, dan memberikan umpan
balik bagi karyawan mengenai hasil penilaiannya guna meningkatkan kinerja di masa depan dan
memperbaiki kinerja yang tidak sesuai dengan standar. Beberapa metoda penilaian kinerja yaitu:
checklists, rating scales, critical incidents, narrative, behaviorally anchored rating scale (BARS), field
visitation, management by objective (MBO), psychology. Penyebab kesalahan dalam penilaian yaitu:
hello effect, central tendency, leniency, strictness, personal prejudice/ stereotyping, recency
effect.Penilaian kinerja Pegawai Negeri Sipil dilaksanakan berdasarkan Peraturan Pemerintah nomor 10
tahun 1979 yang meliputi : kesetiaan, prestasi kerja, tanggung jawab, ketaatan, kejujuran, kerjasama,
prakarsa, dan kepemimpinan, yang dituangkan dalam Daftar Penilaian Pelaksanaan Pekerjaan (DP3)
dan dinyatakan berlaku sesudah ada pengesahan oleh atasan pejabat penilai.
