KAJIAN EMPIRIS PENYEBAB RENDAHNYA TINGKAT REALISASI PROYEK INFRASTRUKTUR KERJASAMA PEMERINTAH DAN SWASTA (KPS) DI INDONESIA

Selama kurun tahun 2009 sampai 2014 Pemerintah Indonesia merencanakan tidak kurang dari 159 proyek infrastruktur melalui skema Kerjasama Pemerintah dan Swasta (KPS). Meski demikian, sampai akhir tahun 2014 hanya 24 proyek yang berlanjut ke tahap tender, membuat Indonesia kehilangan potensi pertumbuhan ekonominya. Penelitian yang dilaksanakan pada tahun 2015 ini mencoba mencari jawaban atas rendahnya tingkat realisasi proyek infrastruktur melalui skema KPS di Indonesia. Penelitian ini menerapkan metode analisis statistik deskriptif dimana data primer dikumpulkan melalui survei dengan menggunakan teknik kuesioner. Dengan menggunakan metode convenient sampling, didapatkan 11 responden dengan latar belakang yang sangat relevan serta berkompeten. Penelitian ini mendapatkan beberapa faktor dominan yang menyebabkan tingkat realisasi proyek infrastruktur melalui skema KPS di Indonesia masih rendah, yaitu: (i) kemauan politik; (ii) keterbatasan anggaran/kapasitas fiskal; (iii) efektivitas proses pengembangan proyek KPS masih rendah; (iv) kekurangan minat investor; serta (v) kekurangan kapasitas Sumber Daya Manusia (SDM) di bidang KPS.
