IMPLEMENTASI TOTAL QUALITY DALAM PENGELOLAAN PEMBELAJARAN DI PLN CORPU

Abstract


Memastikan kontribusi pelatihan terhadap kinerja organisasi merupakan tantangan. Sejak munculnya Metodologi Corporate University, banyak sarjana dan peneliti mendedikasikan waktu dan upaya mereka untuk mengetahui bagaimana mengevaluasi dampak pelatihan secara efektif dan efisien terhadap kinerja organisasi.Sebagian besar teori dan pengukuran yang dikembangkan atau dikembangkan kembali berfokus pada pengukuran setelah pelatihan. Evaluasi Empat Tingkat Kirk Patrick dan Return on Training Investment (ROTI) (sering disebut sebagai Evaluasi Pembelajaran Tingkat 5) yang berasal dari Jack Philips adalah alat yang paling umum digunakan. Namun tetap saja, hasilnya tidak meyakinkan, baik dari segi efektifitas, akurasi dan kelayakan pelaksanaan evaluasi.Pada tahun 2015 PLN PUSDIKLAT
/ PLN CorpU (Corporate University) mencoba menyelesaikan masalah ini. Sebagai bagian dari Badan Usaha Milik Negara yang dibebani dengan keterbatasan anggaran, PLN CorpU mencoba mencari solusi dengan melihat dari sisi lain. Alih-alih berfokus pada evaluasi setelah pelatihan, PLN CorpU mengembangkan metodologi evaluasi untuk menjamin hasil pelatihan dengan memastikan proses dilakukan dengan benar mengikuti standar dan prosedur tertentu. Asumsinya adalah jika proses dilakukan sesuai dengan standar kualitas yang telah ditetapkan dan prosedur tertentu, maka dapat dikatakan bahwa tujuan pembelajaran yang telah ditetapkan di awal akan tercapai.Pengukuran terdepan dan tertinggal dari 4DX Sean Covey dan Maturity Model dari CMMI digabungkan ke dalam sistem pengukuran tunggal untuk mengevaluasi tahapan pembelajaran dari analisis hingga evaluasi. Dalam metodologi ini, setiap keadaan pembelajaran dinilai menggunakan pola Tingkat Kematangan. Semua proses kritis yang dilakukan diukur dan dibandingkan dengan baku mutu untuk mengetahui tingkat kepatuhannya. Terakhir, sebagai jaminan pembelajaran yang berkualitas, semua hasil pembelajaran juga dievaluasi untuk memastikan hasil yang dicapai sesuai dengan standar yang ditetapkan.

Ensuring training contribution to organization’s performance is challenging. Since the rise of Corporate University Methodology, many scholars and researchers dedicated their time and efforts to find out how to effectively and efficiently evaluate the training impact to organization performance.Most of the theories and measurements developed or redeveloped have focused on the after training measurement. Kirk Patrick Four Level Evaluation and Return on Training Investment (ROTI) (often named as the 5th Level of Learning Evaluation) originated by Jack Philips are the most commonly used tools. But still, the results are not convincing, in terms of effectiveness, accuracy and the merit of conducting the evaluation.In 2015 PLN PUSDIKLAT/PLN CorpU (Corporate University) tried to solve this matter. As part of a State Owned Company which was burdened with budget limitation, PLN CorpU tried to find a solution by looking around from the other angle. Instead of focusing on the-after-training-evaluation, PLN CorpU developed an evaluation methodology to guarantee the training result by making sure the processes are carried out properly following specific standards and procedures. The presumption is that if the processes are done according to a predetermined quality standard and specific procedure, then it is safe to say that the learning objective stated in the beginning will be achieved. The leading and lagging measurements from 4DX Sean Covey and Maturity Model from CMMI are incorporated into a single measurement system to evaluate the learning stages from analysis up to evaluation. In this methodology, every state of the learning is rated using the Maturity Level pattern. All the critical processes carried out measured and compared to the quality standard to find out the level of compliance. Finally, as the quality learning assurance, all the results are evaluated to ascertain results of learning attained complied with the specified standard.
