EVALUASI PELAKSANAAN STANDAR PELAYANAN MINIMAL PADA SUBBAGIAN KEPEGAWAIAN POLITEKNIK NEGERI SEMARANG
Abstract
Based on Permendikbud number 71 of 2014 concerning the organization and work
procedures of the Semarang State Polytechnic in article 20 it is stated that the Personnel sub-
section has the task of carrying out financing, receipts, storage, payment and budget
accountability matters as well as personnel accounting and reporting. Currently, the
Minimum Service Standards (SPM) for general administration and finance have been
facilitated since 2012. Even though SPM has been implemented in the Personnel Subdivision,
there are still complaints from service recipients. With this background, a research was
conducted "Evaluating the Implementation of Minimum Service Standards in the Civil
Service Subsection of the Semarang State Polytechnic". This study aims to determine: (1) the
implementation of SPM in the Personnel Subdivision. (2) Obstacles in the implementation
of SPM in the Personnel Subdivision (3) Solutions that can be taken in order to achieve SPM
in the Personnel Subdivision. This study uses a quantitative approach and descriptive method.
Respondents in this study were Polines employees who were users of the Civil Service. This

lecturers and education staff. The data analysis technique is by examining and scoring, the
results are analyzed using the descriptive percentage analysis method, to provide an overview
of the achievement of the implementation of the Personnel Sub-Division SPM. Subdivision

a return rate of 80.83%. Respondents were 54.64% lecturers and 45.36% education staff.
Applications for Regular Lecturer Promotion, Application for Promotion of Lecturer's
Choice, Application for Study Assignments and Application for Further Study Assistance by
the Civil Service Subdivision of the Semarang State Polytechnic, each of which is still within
the scope of SPM. This was revealed by respondents as much as 84.90%, 75.58%, 75.47%
and 84.91%. The conclusion is that the four services carried out by the Personnel subdivision
are still within the scope of the SPM, to improve the performance of the Personnel
Subdivision, it is necessary to carry out regular Customer Satisfaction Surveys.
